Nancy Kolben, Executive Director, MSW.  Nancy became Executive Director of CCI in 1995.  She has a breadth of experience on all aspects of funding and resource needs in the field.  She has provided leadership to promote expanded investments in quality early care and learning programs. Nancy is one of the founding board members and former President of the National Association of Child Care Resource and Referral Agencies, and helped lead campaigns for universal pre-K in New York State and Pre-K for All in New York City. She represents CCI in city, state and national policy forums and has published numerous reports in the field of early care and learning.

Betty Holcomb, Director of Policy.  Betty is responsible for policy and advocacy, supporting CCI’s position as a respected and trusted source of information and expertise about all aspects of early care and education and as a force that can bring key players to the table to find common ground, create common vision and work toward policies that support high-quality early learning opportunities and healthy development for all children in New York.  Her previous work as a widely-published journalist on  women, work and family helped build support for early care and learning, paid leave, flexible workplace policies and gender equity for parents to balance work and family responsibilities.
